Well look at the line that says
Video = No Video
Try updating your gfx drivers.
If this fails..reinstall the game.

i had this problem too. after i installed the newest graphic driver it worked without problems
This means the game can not find the [Engine.GameEngine] section of your D:\Program Files\Sierra\SWAT 4\ContentExpansion\System\Swat4.ini file.
I have had errors like this before in Raven Shield, usually as the result of a fatal-crash in the game or Windows.
The game does occasionally need to 'rewrite' some ini files during it's exit procedures depending on what happens during run time, so an unexpected end can some times block that code from running, effectively truncating the file at that point or where the data becomes to corrupt (Hey, I don't have a sources, just eyes so don't quote me!).
You can fix this by rewriting the Engine.GameEngine section of Swat4.ini or reinstalling the game. Default.ini (in the same directory) should have the games Default entries for [Engine.GameEngine] and every thing else, at worst case you can copy /Y Default.ini to Swat4.ini and adjust any lost settings manually or in game. Assuming the entire file has been trunicated after that point, which could explain the no video thing.
I can't say about the No Video part, especially since you didn't name your gfx card. Updating drivers can some times be pissy with SWAT4:TSS so I rarely do it, I am however running the latest nVidia drivers for my 8400 w/o problems.
Cheers
