Why buying a new laptop? Your hard drive is empty but still working? Or is the hard drive out of order and it's not possible to repair / replace it with a new one?
More details please.

What guarantees your data is no longer there? Did you try to format the drive or what?
As for the OS, I assume you don't have any kind of recovery media that came with the laptop? Because that's where I would firstly recur to.
It Says Operating System not found . And I don't know how to format hard drives. Also congrats getting into Sas on a side note.

I suggest to ask a friend for help. You need a bloody install disc (windows XP or windows 7 for gamers). If you cant find your old one you either have to buy another or get a copy and use your serial (if you still have). Wasnt there a legal way to download and burn windows to a disk if you have a key/serial?

It says that after the Sony Bios or Vios Screen , and the blinking underscore keeps blinking and when i press f8 it says " Operating System not found" So I know i need a new os for sure.

So is your hard drive toast or is it simply blank? Because you haven't set that straight yet. Have you ran a hard drive check through the BIOS? If it's blank but still functional, do as Walker told you and buy a recovery disk. If the HD check fails then you need a new hard drive.

Seems like the bios can not find any OS on the hard drive, but that does NOT necessarily mean that all data are lost.
Anyway it's very hard to give remote support on that issue, especially via forum and without a crystal ball. You should try to find some trustworthy computer nerd in your town who helps you out.
do as the others have asked, boot into bios and check your hard drive is detected. Then try booting into safe mode. Failing that, use a windows disk to boot from, and use the repair options.
To me it sounds like your boot loader somehow got corrupted.

I encounter this issue oftenish (at work), here's a little help from me:
First off, "Operating System Not Found" and similar messages are not always an indication of actual OS loss. Much of the time I find it to be that the
Master Boot Record or bootloader is corrupted as Wiz said. This is actually easily fixed.
Windows XP:
Pop in your Windows XP Installation disc (If you do not have one you will have to acquire one), and restart the computer. After the POST it should ask if you would like to boot from the disc drive. If it does not you need to go into your BIOS and change the boot order so the CD drive is booted first, then reboot and try again.
After its done loading the files, you should get two options-Install Windows or Recovery Console/Repair Installation etc. You want the recovery console option. From there it puts you into a DOS window. Select your installation, usually number 1. Then you will probably have to type in your administrator account password; this should give you access to the console.
Type: fixmbr
after that operation is complete it is best to go ahead and give it a new bootsector
Type: fixboot
After it is complete, restart your computer and hopefully, it boots right up.
Win 7:
Pop in a repair disc or installation disc. boot from the CD as you would in the XP help. click next at the language screen and the 'Repair your computer.' Select your OS and then click 'Command Prompt'
Type: bootrec.exe /fixmbr to fix the master boot record
Type bootrec.exe /fixboot to fix the boot sector
You may try rebuilding the BCD with the command bootrec.exe /rebuildbcd
Restart, and hopefully problem is solved

there are several bootloaders out there, and you might also want to find a program called 'easybcd'

You can use any installation disc to do the repair. However if you are installing Windows, you still need a valid product key.
