No. What you have to understand is, with every single SAS operation there is accountability. It is common perception that everyone will die if SAS are deployed, that isnt the case; because they are legally bound to be firm, but fair. SAS will only shoot you if you pose a threat to the mission, in this case it was releasing the hostages. If an SAS soldier walked into a building on an OP and just shot the 1st terrorist he saw, he would be locked up for a long long time.
Thats why terrorists dont hostage take in the UK anymore ! lol.
But if we did that today im sure we would have been accused of executions !
