After reading that running RVS as Admin would solve the 1000 ping, i decided to test it and see if it works but it didn't so i searched for something everyone can easily do and came across this.

after giving it a go it immediately changed and showed my ping whilst i had rvs open and on a server.

Yes i think the former only works on Windows 7
