I cant see the benefit against terrorism, as those kinds of targets are unknown, largely untill zero hour. And to be honest, what dems expert in the world would want to heat up a guy wrapped in a coctail of 'who knows'
I cant see it being usefull to military activity, as most infantry clothing now is made from Gore-tex Which, strangely firefighters where for 1 good reason.
what i can see it being very usefull for, is riot control. Reminds me of the old 'water cannon' but using heat instead of high pressure liquids.
