Raven Shield and SWAT4 both use builds of the Unreal Engine 2.x while Vegas 1 and 2 use builds of the Unreal Engine 3.x, Lockdown I think borrowed the engine from GRAW for PC and used Unreal 2.x for the Console editions not really sure.
Alex St. John was one of the creators of the original DirectX API I think. I don't know what if any hand he's had in more recent ones (DX7,8,9,10) though but certainly is no fool
